Early Childhood Education

Fulton City School District is dedicated to preparing our littlest students to become lifelong learners.

Three young children play with colorful blocks at a table in a classroom.

Universal Pre-Kindergarten (UPK) is a state-funded program available to families that reside in the Fulton City School District at no cost. A child is eligible for the UPK program if they turn 4 years old on or before December 1st of the registration year.

The district partners with local community-based organizations for its UPK program. Current community partners include: Oswego County Opportunities, Fulton YMCA, First Step Universal Pre-K and Little Lukes. Each elementary building has two full-day UPK classrooms.
